Is 3655X the same as the heavy-duty arms (3655-BLK, etc.)?

No. The 3655X is the original-design arm and is the stock part for certain current and older Traxxas vehicles. The 3655-BLK and color variants are a newer HD design using updated composite material. If your parts diagram specifies 3655X, use 3655X. If you're looking to upgrade, see the 3655-BLK group.
