Do I really need a mouldline scraper?

Mould lines are nearly invisible on bare grey plastic and obvious the moment paint goes on. Scraping them first is the difference nobody can name but everyone sees.

Can I just use the clippers from my toolbox?

Hobby clippers have thinner blades that cut closer to the part, so you take less off the model afterward. General side cutters crush more than they cut.
